As it is well known, Africa is very rich in mineral resources as many other states rely upon their, possessing most of the known minerals types of the world. Africas economy is more reliant on agriculture than that of any other continent, with around 60% of Africans working in the agricultural sector. Secondly, the economic development of virtually all African nations has been hindered by inadequate transportation systems. Most countries rely on road networks that are composed largely of dirt roads, which become impassable during the rainy seasons. Road networks tend to link the interior of a country to the coast; few road systems link adjacent countries.9 To show how poor and how bad economy crisis is in Africa, one ought to take a look at their food crisis and the growing volume of food imports. Whereas Africa imported an average volume of 1.96 million metric tons of agricultural products in the years 1961-63, by 1980-82 this figure had risen to 11.2 million metric tons at an annual value of over $6.8 billion (over one-seventh of the total value of Africas imports in 1982).Owing to foreign exchange constraints, most African countries have had to rely increasingly on food aid to meet their imported food requirements.10 The commercial sectors of most African states rely heavily on one or a few export commodities. The bulk of trade occurs with industrialized nations, which require raw materials and sell industrial and consumer goods. Trade between African states is limited by the competitive, rather than complementary, nature of their products and by trade barriers, such as tariffs, and the diversity of currencies. Looking at the economy of Europe, a sharp contrast in strength and influence can visibly be seen. Europe has long been a world leader in economic activities. As the birthplace of modern science and of the Industrial Revolution, Europe acquired technological superiority over the rest of the world, which gave it unquestioned dominance in the 19th Century. An important impetus for growth since the mid-20th Century has been the formation of supranational organisations such as the European Union, the European Free Trade Association, and the Organisation for Economic Cooperation and Development. Unlike Africa, Europe has highly developed transport systems, which are densest in the central part of the continent. Many countries in Europe use well maintained transportation systems to transport important goods such as water transport which plays a major role in the European economy. Almost all European countries maintain national airlines, and several, such as Air France, British Airways, Swissair, Germany, and Netherlands are major worldwide carriers.13 Looking at both economies and trade, it is unquestionably obvious that Europe conducts substantial international trade compared to Africa. For Europe, much of its trade is intra-continental, especially among members of the European Union, but also engages in large-scale trade with countries of other continents. Germany, France, Great Britain, Italy and the Netherlands are among the worlds greatest trading nations. A large portion of European inter-continental trade involves the exporting of manufactured goods and the importing o f raw materials. Europes agricultural sector is generally highly developed, especially in Western Europe. The agricultural sector in Europe is helped by the Common Agricultural Policy, which provides farmers with a minimal price for their products and subsidized their exports, which increases competitiveness for their products. This policy is highly controversial as it hampers free trade worldwide (protectionism sparks protectionism from other countries and trade blocs: the concept of trade wars) and is violating the concept of fair trade.15 Africas economy is more reliant on primary products (i.e, agricultural and mineral) than that of any other continent, with around 60% of Africans working in the agricultural sector. About three fifths of African farmers are subsistence farmers tilling small pots of land to feed their families, with only a minimal surplus that can be sold for other goods.16 However, there are significant number of large farms that grow cash crop such as coffee, cotton, cocoa, and rubber; these farms, normally operated by large corporations, cover tens of square kilometres and employ large number of labourers. Africas geography is unsuited to trade and thus hampers its economy. The centre of the continent, at least on the western side, is an almost impenetrable rainforest that greatly impedes the transit of people of goods. Some of the wealthiest parts of South Africa are blocked from the rest of Africa by the Kalahari Desert, while the Sahara creates an obvious barrier to trade. While Africa has a number of great river systems such as those of the Nile, Niger, Congo, and Zambezi, it is not nearly as well-linked rivers as are other areas such as Europe. Moreover, many of the rivers are blocked by rapids and cataracts that require vast development projects if they are to be bypassed. The wetness of the roads and tracks makes transport difficult and hazardous. In addition Africa is cut off from the sea to a greater extent than any other continent. To enforce even more problems to Africa; there is an increasing amount of desertification occurring in Africa where the deserts, especially the Sahara are becoming larger, enveloping area around them, leaving less space for land. This process is partly due to the deforestation of areas of forest; with no roots to hold soil in place, it blows away leaving an infertile desert. Europe has a well developed financial sector. Many European cities are financial centres with the City of London being the largest.19 The European financial sector is helped by the introduction of the euro as common currency. This has made it easier for European households and firms to invest in companies and deposit on banks in other European countries as exchange rate fluctuations are now non-existent in Europe. As mentioned above, Europes economy is superior to that of Africa, so what can Africa do to improve its economy or perhaps what can it take from the Europe economy as a model. Professor J A. van Ginkel held a conference on the Knowledge and Development in Africa; here he talked about ways to improve Africas economy however not only by getting the economic policies right.20 Prof van Ginkel mentions that there is now substantial evidence that institutional weakness in many African countries is a critical obstacle to economic performance.21 From the surveys he conducted on the obstacles to business in Africa it highlights the damage caused by: the unpredictability of changes in laws and policies, the unreliability of law enforcement, and the impact of corrupt bureaucracies.22 Unless governments eliminate these kinds of obstacles then it is unlikely that the economy whether it is just locally in certain parts of Africa or on a national front will flourish. An aspect of the Europe model that Africa can learn from is the aspect of knowledge. No commodity is more expensive than knowledge. An Africa without a sustainable, strong knowledge sector of its own will always remain in a dangerously dependent position. Research and training institutions on the continent can make a critical contribution in at least three ways: by making the most of existing indigenous knowledge; by accessing the vast reservoir of existing global knowledge, as well as the ongoing advances in understanding, and adapting them to suit specific local conditions; and by helping to find innovative solutions to seemingly intractable problems.23 In terms of human resources, it was highlighted in the Seminars of Anticipation that African developments suffers from a tragic paradox: on the one hand, elites trained in Western world are too many (and most of them stay in the US or in the EU because they cannot find well-paid qualified positions in Africa, or because their skills do not correspond to African needs); while on the other hand the well-trained intermediate executives required to manage a modern economy are cruelly missing in Africa (higher technical experts, management executives, civil administrators). To conclude, this essay has looked the economies of both Europe and Africa and compared and contrast both of them. It has also provided information about both economies in terms of trade and finance. A brief history was provided which looked at the relationship between Europe and Africa and to the days of colonisation. Reasons as to why both regions are on different levels economically were provided to show how dominant and rich Europe was and how poor and underdeveloped Africa was. The Africa food crisis was mentioned to give an account of how poor Africa was against other regions. In addition ways that Africa can improve their economy thus bringing it more power and strength so that it can compete with other regions was provided, for example making sure Africa had the aqeduate education so that it learn. Many Africans move to the west so that they can have higher education which is not available in Africa and tend to stay there once they have completed their studies. This is detrimental to Africas development and thus a solution to the problem would be to support the creation of a complete curriculum. This would lead to a massive contribution to the development of vocational and technical education in Africa thus improving Africas economy. So as it can seen, the economies for both Europe and Africa are at this present time in contrast to each other but there is hope for Africa to become more dominant and influential in world affairs if the correct adjustments and policies are introduced to improve them. Low-grade Rhabdoid Meningioma: Morphological Characteristics Arvids Jakovlevs, Andrejs Vanags, Janis Gardovskis, Ilze Strumfa SUMMARY Rhabdoid meningioma (RM) is a rare type of meningioma. It is classified as a grade III tumour (anaplastic meningioma) in the recent World Health Organization (WHO) classification of the tumours of the central nervous system (CNS). Here we describe a unique case of RM lacking any features of malignancy. Few cases of low-grade RMs are described in the literature in contrast with the grading of this entity in WHO classification. Key words: meningioma, rhabdoid, low-grade AIM OF THE DEMONSTRATION The aim of our article is to report a case of unusual RM lacking malignant features in regard to the issue about the prognostic significance of rhabdoid morphology in meningiomas. CASE REPORT A 37-year-old woman was admitted to the hospital due to progressive headaches over previous 1.5 years. The magnetic resonance imaging of head and brain revealed a well-demarcated intracranial lesion measuring 3.53.63.6 cm (Figure 1A). The mass was located adjacent to the frontal bone and was attached to the dura mater. The patient underwent a craniotomy and total tumour resection. Histological examination of the neoplasm revealed cells consistent with rhabdoid morphology. The tumour was almost entirely composed of polygonal, rather large cells that possessed eccentric nuclei, strongly eosinophilic cytoplasm with abundant pale globular inclusions and prominent cytoplasmic granularity (Figure 1B). The nuclei of neoplastic cells were slightly pleomorphic. Mitoses were absent in the whole specimen. In addition, the tumour had well-developed fibrous capsule that demarcated it from normal brain tissues. Psammoma bodies were found in some areas of the tumour. Immunohistochemical visualizati on (IHC) showed intense cytoplasmic expression of vimentin and epithelial membrane antigen (Figure 1C-D) as well as strong nuclear expression of progesterone receptors in the tumour cells. The neoplastic cells did not express smooth muscle actin, desmin, HMB-45, S-100 protein, kappa and lambda light chains. Ki-67 proliferation index was as low as 1.5 %. Thus, the morphological appearance and immunohistochemical features were consistent with RM and low-grade cellular characteristics. DISCUSSION Tumours with rhabdoid morphology were first described in 1978 in relation to malignant renal tumours of children (1). Nowadays, many tumours with rhabdoid morphology are known in different localizations including CNS and meninges. Rhabdoid cells have no evidence of myogenic origin. The term „rhabdoid† is used to denote close histological resemblance of tumour cells to rhabdomyoblasts. Rhabdoid cells are characterized by typical light microscopic morphology: round cells with eccentric, vesicular nuclei, prominent nucleoli and eosinophilic cytoplasm with paranuclear globular inclusions (3). Meningiomas developing from the meninges are among the most common intracranial tumours. Regarding these tumours, surgery is the mainstay of treatment, and neurosurgeon also is involved in the planning of further observation and treatment in accordance to the tumour grade (5). Meningiomas show wide range of histopathological appearances. While the majority of meningiomas are benign tumours (WHO grade I meningiomas), some meningiomas have increased risk of local recurrences (WHO grade II meningiomas) and the minority are truly malignant and have a risk of metastatic dissemination; these are classified as WHO grade III meningiomas (2). RM is an uncommon type of meningioma which was described for the first time in 1998 (3). It was found that rhabdoid morphology in meningiomas was associated with a worse prognosis (3). Soon after this finding RM was separated as a distinct entity in WHO classification of CNS tumours published in 2000. RM has been classified as a grade III neoplasm by WHO (2). Consistent with the malignant behaviour, significant mitotic activity, anaplasia and other atypical features are usually found in RMs (2, 4). However, there are some isolated reports of RMs with no evidence of cellular atypia (6). In our case diagnosis of RM was established due to pure rhabdoid morphology along with meningothelial origin that was clearly demonstrated by IHC. Absence of atypia in the tumour cells and low Ki-67 proliferation index was consistent with low-grade meningioma in the present case. In conclusion, rhabdoid meningioma occasionally lacks histological features of malignancy that can lead to confusion if the rhabdoid morphology is always associated with malignant behaviour. Increased awareness of low-grade rhabdoid meningiomas is necessary to estimate the prognosis and to plan the treatment appropriately. REFERENCES Beckwith JB, Palmer NF. They are used extensively as intermediates in various reactions as well as building blocks in organic synthesis. Novel libraries of biologically diverse heterocyclic compounds have been synthesized by incorporation and substitution of a wide range of functional groups (ring activators or deactivators) and their positions around the ring of heterocycles. Several studies provide evidence that combination of two bio-active heterocyclic moieties together leads to the production of novel and biologically important compounds with the anticipation of several promising pharmacological agents [4,125]. In NMR, the most useful information comes from the interactions between two nuclei, either through the bonds which connect them (J-coupling interaction) or directly through space (NOE interaction) [126-128]. Interpretation of NMR spectra is well understood from the following basic information gathered from NMR spectra. 1) Chemical shift, which identifies the type of proton based on their electronic environment, 2) Spin-Spin splitting patterns, which identifies neighbouring protons, 3) Peak Area, which is proportional to the number of protons giving a particular resonance line, 4) The observation of a triplet and a quartet spin state confirming usually the presence of an ethyl group (CH3CH2) and 5) The observation of ÃŽ ´ values between 7.2-8.0 indicates that the structure contains a benzene ring (benzyl proton) [126-130]. Generally, three approaches are used in NMR spectroscopy methods. These include one dimension (1D), two dimensions (2D) and three dimensions (3D). The first approach of 1D-NMR (1H DEPT, 13C, 15N, 19F, 31P, etc.) generates good information about the structure of simple organic compounds. However, it is overcrowded in case e of larger molecules. The second approach of 2D-NMR (COSY, DQFCOSY, MQFCOSY, HETCOR, HSQC, HMQC, HMBC, TOCSY, NOESY, EXSY, etc.) is used for the further larger molecules. A 2D-NMR spectrum also becomes complex and overlapping in case of further very large molecules like proteins. Therefore, multi-Dimensional-NMR (Homonuclear and Heteronuclear) are generally used to achieve high resolution and reduced overlapping in spectra of very large molecules [126,128,129]. This section further describes the general interpretation of structure of different organic compounds by different NMR techniques. 1D NMR SPECTROSCOPY 1H-NMR: Spin transitions of only hydrogen nuclei are observed in in 1H-NMR spectroscopy. Table 1 represents different ÃŽ ´ values, couplings, coupling constants and chemical shifts of 1H nuclei processing in different chemical environments. Commonly, ÃŽ ´ value scale of 1H-NMR ranges from 0-10 ppm with respect to Tetra methyl Silane (TMS) as internal standard. 1H-NMR spectral interpretation can be best understood from table 4 [126,131]. 1H Chemical shifts Because of variations in the electron distribution, the variation of nuclear magnetic resonance frequencies of the same kind of nucleus is referred to as chemical shift (symbolized by ÃŽ ´). Quantitative chemical shift are measured in frequency (Hertz) relative to a standard, Tetra methyl silane (TMS). Characterization of the structure of a molecule is depending upon the position and number of chemical shifts [111,112,115]. The chemical shift range of 1H nuclei can also be understood from a chart given in figure 1 [126].The chemical shift values for methyl protons attached to groups of varied electronegativity are given below [127]: CH3I-2.16 CH3Br-2.18 CH3Cl-3.05 and CH3F-4.26 ppm, The electron density around the proton affects its chemical shift. Because of the e- density around the H nuclei, the CH3 protons come to resonance at higher ÏÆ' values as the electronegativity of a functional group is increased. Electronic charge surrounded to H nuclei shields the nucleus to some extent from the influence of the applied field. The magnetic flux overcomes this shielding effect in order to bring a proton to resonance. Thus, the higher the electron density around the proton, the greater the induced diamagnetic effect and the greater the external field required to overcome the shielding effect. Electro-ve groups like fluorine in CH3F withdraws e- density from the CH3 group (-inductive effect). This leads to de-shielding by lower value of an applied magnetic field in order bring the methyl proton to resonance. Fluorine is more electro-ve than Cl, thus the proton in CH3F appears at a higher ÃŽ ´ values than those in CH3Cl. The chemical shift positions for protons attache d to C=C in alkenes is higher compared to that of accounted by electronegative effect alone. Alkene and aromatic protons appear at high ÏÆ' values while alkyne C≠¡C protons appear at a relatively low ÃŽ ´ value [126,127,132]. The magnetic field created by pi electrons or rings is referred to as Magnetic anisotropy, which describes an environment where different magnetic fields are found at different points in space. Since Pi electrons are held less strongly than sigma electrons, pi electrons are more able to move in response to the magnetic field. The Horror Heart of Darkness by Joseph Conrad is a novel where the main character Marlow is telling a story of a trip to the Congo. This novel is said to possibly be an autobiography of Conrad’s life at sea. This is said because Conrad was a seaman for a many years and went into Africa many times. The story is so powerful that even after 100 years, we still struggle with its meaning. This story has been retold by Francis Ford Coppola in the film Apocalypse Now. Chinua Achebe has recently explored Conrad’s ideas on imperialism. Achebe believed Conrad’s book presented a racist view of the people of Africa and Achebe in his own book, Things Fall Apart, presented imperialism through the eyes of the Africans. The story of Heart of Darkness is being told to four men on the deck of the Nellie. The story being told is about one of Marlow’s expeditions to the Congo in search of an Ivory hunter named Kurtz. When Marlow found Kurtz in the Congo, Kurtz had "gone native" Marlow found, "a head that seemed to sleep at the top of that pole," outside of Kurtz’s house and Kurtz had been hunting with tribes in the area (Conrad, 73). When Marlow arrived Kurtz, was ill and dying. Kurtz cried out the words "The horror! The horror!" right before he died (Conrad, 85). These words cried out by Kurtz as he died created the most important passages in Heart of Darkness. The way this one passage is interpreted determines how the book is interpreted. One interpretation is that the "horror" is death and Kurtz is realizing he is dying. Kurtz is horrified at the thought of dying and is crying out in pain of the realization. Kurtz may be afraid to die in the heart of darkness. Kurtz may be afraid to die knowing that he will never see his intended again and he may feel guilty for leaving his intended for his savage life. This interpretation shows a book about lost love and guilt for finding a new life. This interpretation is one of the less complex and uninteresting interpretations. Now here is a more interesting and complex interpretation. Some view Heart of Darkness as a racist book. This interpretation comes from the view that the "horror" Kurtz is identifying is his being brought "down" to the African ways. This interpretation sees the African ways as uncivilized and horrid to Kurtz when he realizes he was at their level.
